An integrated greenfield textile park was proposed to be set up in Palladam for the small and medium enterprises (SMEs) in the textile and apparel cluster near Tirupur. The Palladam cluster has 200,000 power looms, employs around 2 lakh people and produces 14 mn metres of fabric annually. IL&FS Clusters worked as Project Management Consultant to the Ministry of Textiles as well as a project advisor for the park. The small weaver-entrepreneurs were introduced to modern facilities in terms of equipment as well as support infrastructure.
Innovations and Impact
- PHWP hosts common infrastructure as well as common facilities such as internal roads, storm water drains, water supply, power distribution, common facilities and also work sheds for individual members. The power supply is contracted from the local utility by the Park itself and then distributed to the units. Thus, it offers a ‘plug-and-play’ facility for the textile units, who are left with only procurement of equipment to start operations.
- The skill development centre enables workers to use modern equipment, which has enhanced the skill capacities of the local workforce. The Park has a workers’ hostel that can accommodate 1100 male and female workers.
- PHWP has close to 90 textile and apparel units operating smoothly. The Park has created employment for almost 2,650 persons and contributes about Rs 300 crores towards the economy in terms of production value.
